Hi Gerry,

I tend to think the former, but I don't work with the federal
government. Actually, the people I have worked with go out of their way
to locate the information requested when the request is reasonable.
Being counties and municipalities, they are closer to the citizens and
believe in customer service - not providing the information is not a
good way to get re-elected. I was very impressed and actually think in
some cases they try too hard by keeping too much that has gone beyond
the retention requirements just in case someone asks for it.
