Sandra,
	We did a similar HIGH Level explanation (not so much as a
justification)to our Top Management and it boiled down to this. If you
attempt to assess your records without first identifying the record
types, you will find that you will have a very high risk level
associated to your records. This is because an uneducated first reaction
when doing an assessment is to try to lump as many items together as
possible. By identifying all your record types, you can then make very
educated decisions on how each type should be classified based on Legal
requirements, business use, purpose, etc. I do not have any hard figures
that I can share, but I can tell you that I know of a company that
attempted an assessment before inventory approach and it cost them about
5 times as much as it should have. Part of that cost was due to having
to start over with an inventory of records first.

It has been awhile since I've done anything other than lurk, and now it
seems that I have only questions to ask rather than anything to offer.

I am looking for help from the list on how to justify doing a Records
Inventory in addition to a Records Assessment, instead of doing just a
Records Assessment.

Has anyone out there had to do this kind of justification?
