I am from the UK and our guidelines might be useful for you. At NHS
(National Health Services) we have the following rules:

Application Forms - 6 years after financial year employment terminated
Pre-employment checks - 6 years
Applications for recruitment (unsuccessful) 1 year after completion of
recruitment process
CVs for non-executive directors (successful) - 5 years after end of
term of office
CVs -"-" (unsuccessful) - 2 years
Job advertisements - 1 year
Referee reports 6 years after the financial year employment terminated
Termination correspondence - 6 years after financial year employment
terminated

There is no difference between selected/not selected for the
interview.

I am trying to find Canadian retention guidelines for how long to keep
job
applications/resumes from individuals that were not considered for an
interview, and for those who were interviewed but not hired.
