Try the European Commission, out of interest I searched their site for Records Retention and got 752 hits, it might be a start point at least..

Since it has been a while since I posted a request: I have over 25 years experience in RIM and formed my consulting company 3 years ago.
I have searched the archives and have "googled" with all keyword combinations I can think of to locate an EU Retention Guideline Document. I am NOT looking for the data retention guidelines for ISP providers in the EU but for records retention requirements for EU countries.
If anyone has access to such a document (if it exists) or can direct or point me towards this information, I would definitely appreciate it. Also, if anyone knows of a website that contains this information for the "EU", that would also be appreciated. (Similar to where we look up federal rules and citations.)
I am being told by several people that since the EU is requiring information to be maintained, there is such a retention requirements document.
I definitely appreciate your time.
