I agree that the fact of [lack of] official approval isn't of utmost
importance. The reason for it is. Quite a number of European countries (and
some others) are monitoring the formats and are regularly updating the
recommendations for their e-governments. The main reasons for caution are
these: both ODF and OOXML are 1) not mature 2) untried 3) ain't widespread
(at the moment) - check Google for the number of PDFs vs others 4) not
supported by many vendors. All the preservation standards and guidance
documents recommend to avoid such "green" formats :)

Of course, in a couple of years the situation may (and will) change. Until
then, I'd prefer to use PDF for long-term preservation (keeping original
formats as well when possible). For short-term good old DOC will do.
