Liz, thanks for the great answers! When I was talking about destruction,
I meant due to a legal disposition, but you raise an interesting angle
related to disaster recovery (although, based on your description, its
doubtful a PHR could really serve this function). The last answer
actually eases my mind a lot - all too often "self service" really means
"externalizing costs", particularly if the kind of regulatory structure
you mention is not in place.
