<Is it safe/preferable to scan from silver original film, or should we
have the vendors scan from diazo duplicates?>

Keep in mind that each generation removed from the original can lose up
to 10% resolution.  So your diazo duplicates, being second generation,
would have lost some resolution from the original silver.  If you had
really good original resolution then second generation images should
still be good for scanning.
