Since the university has a valid operational reason to keep the student exams/work - these should be treated as records and retained. The retention period would be 1 year after the end of the class since that is the stated student policy for dispute resolution. If the evidence is destroyed, as noted in the scenario, it clearly conflicts with the stated policy that students have upto 1 year to dispute.
