and services charges, it can be very difficult for an inexperienced
buyer to compare pricing... >
As many of us have said many times on this listserve - it's all in how
you write the specs.  Request pricing be based on specific units (by the
box/file for certain services for example). If you are at the mercy of
purchasing folks who don't have a clue, I suggest you request copies of
the submitted bids/quotes and compile a spreadsheet showing one year's
storage and services activity (broken out by storage and each service)
for each of the vendors' quoted/bid pricing.  Submit the spreadsheet to
the appropriate purchasing person AND your management.  It can be an eye
opener.
