With regard to digitizing paper records in an archival setting, it is
normally done to improve access. I would not target it as an electronic
records issue since the issue at hand is how to make paper records more
accessible without wearing out the original. Preservation follows closely
on the heels of access. Over time with an increasing volume of digital
surrogates you'll encounter electronic records issues - much of what
colleagues have mentioned already.
