There is a psychological issue with the written word in government
(witness the decline of written policy discussions and "musings" by
government officials in recent years) and anything web-based usually
requires writing words for all to see.  Thus, government tends to argue,
whine, complain, regulate, legislate, etc. anything producing or
allowing written words by government officials or employees.  Many
private businesses are also coming to realize that the written word
(whether considered an official record or not) can haunt or bite the
butt.  8-)
