Another article last night on Techdirt(!) indicated that it wasn't a
complete restriction of all communications but rather more specific to
posting official Congresscritter videos to YouTube or Qik. The article
posited that the Congressman was making hay about 1st Amendment for personal
political gain rather than a serious crisis. 

And at the end of the day, just as is the case in our offices, more and more
politicians will be more and more savvy about those tools - how then would
the House be able to monitor, much less stop, its members from Twittering on
their personal phones (which is how it's done now)? Call me crazy but I
don't see the House regressing back to forbidding cell phones on the floor.
