Peter brings up a good point - if these folks weren't aware of or included in the development of your retention schedules, and at a broader level your program, they're not going to buy in with the vigor you desire. I do like the idea of meeting with those that were not prepared to buy-in to your program in a calmer setting. Often your dissenters become your staunchest supporters when given personal attention. Perhaps though there is some valid point in their questioning the retention time.
Here we just had a major move. We had to implement our schedules. Also didn't hurt that one of our exec vps said "do it"!
