It would depend where the applicant is in the certification process.  If
they had never heard of the CRM then a best scenario where they have the
proper combination of experience and education required to qualify would
still take some time.  They would have to document their experience in a
certain number of areas demonstrating leadership in that experience.  If
they had the right experience in the right areas for a sufficiently long
time then they could submit that evidence to ICRM to be considered to sit
for the exam.  Once they are notified they can sit for the exam, they can
take one or more of the Parts 1 - 5 exams and get their results immediately
upon exiting the test center.  When all of the first five parts are passed
then they would be qualified to take part 6.  They'd have to sign up for the
next exam cycle and there are I believe only three or four per year.  Once
they take Part 6 then they must wait for the results because it's a written
test.  Once they receive their results that they passed which takes a month
or more, then they are a CRM.  

So even someone with a college degree and no experience would need to work
for at least three years gaining the proper experiences to start the process
of qualifying.  So that's why from that point it's not possible in one year.
If they had the proper experience and education (it's a sliding scale on
experience based on education) then if they submitted their application to
be considered and were accepted, immediately took Parts 1 - 5, passed them
all, signed up for Part 6 and when it came around and the time passed for
grading, let's say they passed, then they probably could squeeze it into a
year, but that might be the only case.
