Yes it would. I think what SteveW was trying to point out is that if you are
already not an applicant you might not be able to obtain the designation
within the given timeframe of one year.

I personally have known of several folks who have applied for and obtained
the designation with in a one year period of time. and this was back in the
handwritten days when the exams were given only twice within a year.

Under today's testing regime it is entirely possible for an individual to
apply for the exams, take them and pass them all within a given year
