NSW State Records (and National Archives of Australia) has a number of
standards and a methodology (DIRKS) for implementing an RM program. It's
pretty detailed, but you can pick out the bits you need. It answers a number
of your questions (eg a standards compliance measure is 'is there an
identifiable records manager?' and another 'is there an identifiable
budget?'. High level but it works!

I think the important thing for you at this stage is to pick a plan /
methodology and stick to it - relentlessly. Just tell your bosses that if
they want an RM program, this is what it involves, based on international
best practice (ie legally defensible under due diligence and prudence) as
set out in ISO 15489. Dirks isn't perfect but it's available, tried and
tested.
