Assuming you have a records program....
One man shops are not uncommon in small companies,
Two to five in moderate size orgs

Large companies seem to like parsing the work. Admin might have five while legal will have twenty people. 

You could set up a poll on Yahoo, I am sure Peter would be happy to host it for you, he has plenty of free time and loves doing that sort of thing :)
