I'm confused. The item was publicly posted on a bulletin board that you
could easily access. Couldn't you have taken a piece of paper and pencil and
copied the names and numbers?

well in looking at the response you received, maybe the item that was posted
was not the most up to date version. Thus they had to take time to locate
the most current version, reviews it to make sure that no PII was posted and
redact it

nope, it was your decision to make the request.

a reference department is there to answer questions. you are making a public
records request which is a different creature and process.
