First and foremost, thanks to everyone that shared their opinions and 
insight. I appreciate it.

I also have a follow up, but it will require some background:

We have a SEC 17a-4 compliant email repository.  All email coming in and 
going out is full indexed and journaled.    RM is responsible for the 
"rules" that govern the email platform and IT supports it from the 
technical standpoint.

Currently, because of the complexity of the search process and for 
information security reasons, the vast majority of searches are conducted 
by IT.  The vendor we use (I am willing to share offline if you're 
interested) has a new front-end "discovery portal" that radically 
streamlines and simplifies the search process.  As a result we have 
suggested that our legal and compliance areas should create a position of 
"search specialist" to conduct and coordinate their own searches.  The 
thought here is that an IT person is too far removed from the unique needs 
of litigation and regulatory requests to be ideally effective.

Any thoughts on this approach?
