Agree, with Pat, and suggest that the structured approach also needs to
consider means to freeze relevant meta data and facilitate a review of
record content without altering the metadata record of "modified", etc.

Is this really a question about who should resource the work?  In my
experience, that is often a factor that is poorly addressed (logic and
prudence sometimes assigns responsibility to a position of unit that simply
cannot do the job, or do it well, with predictable (but often ignored)
effect on the result.
