The other aspect is that in most organizations IT does not have a "compliance" mandate in their annual goals. Sure they support compliance with SOX, GLBA, NASD et al through appropriate IT systems and controls but in reality they are never accountable for these requirements - it is always the business manager, corporate compliance or in our case the RM that is on the line. 
 
It sure would be nice to see organizations introducing a Director of IT Compliance with direct accountability for meeting compliance goals (along with the Business/RM side of course )
