I will add that only federal government agencies have to meet FOIA; it
is a federal thing.   

However, many states and local governments have public records laws and
ordinances and policies that authorize citizens, etc. to access
non-confidential public records.

The first thing I think of is Freedom of Information Act requirements.
Only government has to meet them.
