 I agree Peter.  Although our agencies and departments have created their
own retention schedules, in our County we have a 'County Wide' retention
schedule specific to these type of records.  They can be disposed of
immediately when no longer needed, without filing a certificate of
destruction.

I disagree. Email that is not related to the business should be destroyed or
disposed of as soon as possible. I see no reason for retaining an email that
is informational only. The business email account should not be used for
business purposes and if the organization allows it then those emails should
be disposed of when no longer needed
