It seems we have rolled this idea around so many times.
There is no single, "one-definition-suits-all" answer to this.
The definition of a record depends entirely on the facts surrounding its
creation, the jurisdicition and regulations under which it falls and policy
set in place by that jurisdiction. Private enterprise has more latitude to
define its records, but here in Washington, a state or local agency record's
definition is a statutory thing, subject to interpretation by the courts if
challenged. Federal records are defined by the Federal government unless
modified by court order. Who your organization answers to and how the
relationship is interpreted and managed will suggest or determine how you
might define a record.
