Note also the proscription in many jurisdictions against using government
resources for political activities. Not saying that that's what's at issue
in this case - I am still trying to determine whether this is accurate,
"fake but accurate", or something else. But that issue comes up a lot,
particularly in the US Federal arena where the Hatch Act governs.

It is also the case in many other state and local jurisdictions and is not
limited to email but includes text messages, instant messaging, and really
any other type of communications technology (think Facebook).
