Jesse ... I believe you missed Judy's point.  You have a legal requirement
(minimum) and a organizations business requirement which may be longer than
the legal requirement.  She had to explain why her records were retained
past the organizations business requirement.  Didn't destroy per her
retention schedule.

Hi Judy, 

I agree with that point but it's not exactly the point I was making. My
point is that in big bucket theory the organization can explicitly choose to
keep records series longer than the minimum statutory requirement and
document that decision in the policy and the retention schedule, essentially
citing "organizational business requirements" as the retention
justification. In that case there would be no issue and it seems to comport
with the links I sent yesterday.
