Interesting dialogue.

In some (many) jurisdictions, administrative value is handled apart from
operational or programme value so as to gain certain efficiencies.  Ye,
Larry, I have also seen (and designed) series that reach a given point and
either go to that great trash bin in the sky, an archive repository, or
morph to another series.  This is typicaly based on attributes of the case
(i.e. regulatory or other requirements for management of information content
during a certain stage that, once ended and determined as "A" or "B", are
subject to management as a set piece under different "A" or "B"
requirements.  there are alternative ways to achieve the same goal, but
these tend to individual review of file content rather than relying on
systemic management.  In my experience, the former is open to error and
abuse in ways that are harder to uncover and inevitably require a higher
cost for simple handling.
