David,

My thinking is that the author of this section did not know, and did not
want to dictate, what makes this record inactive for the user
organizations. Sometimes a date makes something inactive, like "End of
Calenday Year" or "End of Fiscal Year." Sometimes an action makes
something inactive, like "After Audited." So the regulation leaves
whatever trips the "active to inactive" lever up to the organization,
and says keep it three years after that.

This is why when I write a schedule, I include a column that specifies
when the retention period starts, which, in my opinion, is as important
as the retention period itself.

I am hoping someone on the list will help me with the correct
interpretation of "discontinuance of use" under a US Dept of
Transportation Retention Requirement.  49CFR379.13 specifies retention
of several categories of accounting records with reference to this term.
For example --

Ledgers: (a) General and Subsidiary Ledgers with Index.  Retention:
Until discontinuance of use plus 3 years.
Any insight into this will be most appreciated.
