On "historic value", it might be better to say something to the effect
that "records may be subject to appraisal for historic value prior to
final disposition". This flags the records for a potential appraisal
process. To be honest, I really think archivists should ultimately be
responsible for this, not necessarily the people creating the records.
What I've discovered in the past with these types of retention
statements is either everything gets kept (it's safest to default to
permanent), or nothing ("they can't possibly mean that MY records have
any historic value!").
