You are right.
 
I worked in the records centre one time and know not from somebody how does it work.
I know about one case when company replaced 20.000, yes 20 th boxes in order to make a picture for advertising how good its facility is looking.
 
I know how it is difficult to take the bottom box if you store 2 high and 3 or 4 in deepth.
Try to take out the last bottom box if you keep them 4x2 or 4x4
When you look for contractor, check its standard and its real facility, put the type of shelving in the contract.
It's not contractor issue to decide how important for you your documents.

And YES again.

That's why it makes sense for my operation. It may not in others. And I
can't see this working well in a non-catwalk environment. There is no way I
could see nor want an employee to pick 4 deep when they are 25 feet in the
air on a lift. 4-high is not a good business practice unless you're
trying to maximize your profits as an operator, and the records are those
that are EXTREMELY INFREQUENTLY accessed

I can tell you from personal experience, having operated more than 4
in-house record centers and also having offered record storage commercially
while I was consulting, 4-high is not a good business practice unless
you're
trying to maximize your profits as an operator, and the records are those
that are EXTREMELY INFREQUENTLY accessed.  

In support of this, I went out to Google Images and did a search, wso this
is completely unbiased, and I harvested all of the images I found on the
first 22 pages of rack storage of boxed records... and of 25 located, only
one stored at 4 high, and that was in one bay of a unit only.  So I
wouldn't
say that 4% represents a "standard" in this industry.
