The Bibliographical Center for Research (BCR) in the Western US has recently updated their best practices document for digital imaging (scanning and otherwise), which you can get for free here:
http://www.bcr.org/cdp/best/digital-imaging-bp.pdf

It was put together by a working group with members from libraries, archives, and museums, and has a lot of specific recommendations.  It is focused on archival masters and preservation, but the minimum/"access copy" recommendations might be useful when that kind of quality isn't necessary.
