I would suggest that there is an important distinction between actual and theoretical clout.  One may have the defined authority to enforce compliance to policy while lacking the ability and/or will to exercise that authority.  The question that we all need to face is what is the consequence of noncompliance and what are our resources for monitoring compliance.

The police have the authority to prevent you from speeding on the freeway.  Do they really? They may have the authority to stop individuals but do they have the authority in the aggregate to stop everyone or most everyone from speeding.  In theory they certainly do while the reality may be a bit different.
