Thanks Larry for the link:  The sample they showed in the link showed a 
scanned 300 dpi TIF page at 23MB while the PDF A file showed a file size 
of 23kB.....considerably smaller.

Normally, this is the route that I would go.  However to fork out the 
money for software which I may not use goes against my better judgement 
and is a poor use of government coffers.  I was hoping that someone may 
have bought the software and has already done the comparisons.

Also, many people keep saying that TIF does not OCR.  We use this within 
our EDRMS and have not had that problem.  Yet many say that PDF files OCR 
well.   Does Adobe have something attached to their software which enables 
the OCR process?
