Where no city, state or federal regulation exists, I have found that others in my industry have been helpful by providing me their rule and the logic that lead to it.  "Industry Best Practice" is a great place to start.  We, normally, have added 1 or 2 years to that figure in order to make our managers a little more comfortable with it.

You have a daunting task before you.  Don't rush it and you will be more comfortable with the final schedule.
