Thanks for your thoughts - 

Just guessing here - I don't have any inside knowledge - I'm not sure
preventing knowledge of the president's general real-time location is a
big deal for the following reasons:

1) He has a large contingent of aides and a 24 hour press pool and
Secret Service and local police - it's not hard to know that he is
nearby - I believe Secret Service is more concerned about advance
knowledge of his position to prevent hiding bombs/attackers.

2) Also the phone may not be a standard cell phone it may have built in
encryption and have the 911 assisted GPS turned off - they use these
kinds of phones, I just don't know if the phone you saw is one of those
or not.
