Seems like a lot of getting wrapped around the axle regarding a relatively
simple question to me.  The real question should be "Considered records BY
WHOM?"

And if I understood the initial question right, it was would these photos be
considered records by whomever they were submitted to, as a point of
interest as to what would ultimately happen to them.

From what I've seen, most organizations have the ability to determine (based
on how they are regulated and what their business model and practices
are)what constitutes a record for their organization, and it's typically
defined somewhere in their policies.

IF this statement is accurate:

...then it would be up to the PIC to determine if they are of record status
and what the retention period would be for them.  However, it stated the
project is NOT AFFILIATED with the PIC, rather that they have 'licensed'
this to be the official book.

So I would pose the question directly to the PIC, because anything anyone
else says here would simply be an opinion or an educated guess.
