"The news feed in our building's elevator -- a little video screen with news bites -- announced that Coatesville PA mandated a state of emergency due to the numerous arson fires there."

Yes they did.  I live in Coatesville and I have for the last 3 years.  The authorities suspect that the fires are gang related, but that is just conjecture at this point.  Arrests were made in December and they are thinking that the most recent round of fires are due to a copy cat.  The fires are apparently being started in trash receptacles ususally located on the back porch of the house.  They are hoping that the state of emergency will be used as a means to clean up a lot of the junk in the city that is being targeted to start these fires.  They estimate that the total damage done so far is close to $3 million dating back to late 2007.  It has not been a pleasant city to live in for the last few months to say the least!
