Which part of the process you're referring to here? If you're referring
to the destruction/disposition process, most would agree that is better
controlled & documented with paper records.
If you're referring to the filing process it would seem they are fairly
similar. When a document crosses their desk an individual is faced with
the same decisions regardless of whether it's paper or electronic - is
this a record or not, do I file it or not, and if I file it where? Over
time, we've built more supports, standards, and discipline into
maintaining or paper systems. For a variety of reasons we haven't been
able to do the same for electronic systems.
