Hi Ginny, list,
True - however "full transparency" (or very nearly so) is already the case
in some states if I'm not mistaken. Personally, I am a big fan of as much
transparency as I can get for my tax dollar.

However, your concern is not limited to the matter at hand - many states and
the Feds have defined classes of (public) records that include PII.
Furthermore, open records laws are usually written with prohibitions against
asking why someone wants them - that being the definition of "open" records,
Sunshine Act, etc.

So the issue for me is NOT so much keeping everything (lots of pros & cons
on each side) nor on making everything available (big fan) as it is getting
agencies to recognize how much stuff they collect because they want to, not
because there is a need. As an example, when I worked at a municipal traffic
court, traffic tickets included the SSN as well as a host of PII.
Adjudicated tickets are public records, meaning that anyone could request
any adjudicated ticket for no reason. There really is no reason for SSN,
given all the other information that is captured from a traffic stop;
moreover, once it's been adjudicated, there is no reason for e.g. home
address, license number, etc.

All in all, pretty interesting article and I'm interested to see what the
response is as it makes its way across the ponds to the UK and AUS lists,
with their different government and privacy considerations.
