In these hard times, I am hearing that Mary needs a basic strategy where
she can decided what to do for herself and what she cannot do for
herself.  I have done these estimate myself in the past.  This is not
rocket science.  It is a basic plan where Mary can decide how she wants
to do for herself and where she wants to outsource.  

Let us assume that the company is charging $150/hour, which is a
reasonable fee in these "hard times" (fight them, Mary!).  Four to six
weeks is plenty of time for someone to do an initial assessment and
break down the steps for implementation of an enterprise content
management program into some reasonable sense of order with a general
description.  Of course, this will not include the step-by-step book on
implementation, but it should at least include the general plan to
either DIY or a cost associated with outsourcing.  What Mary is buying
is bandwidth and the knowledge that he consultant has from other
implementations.

In my not so humble opinion, any experienced consultant with a competent
IT background is going to be able to develop an overall strategic plan
after two or three weeks spent with the customer.  I have yanked my
organization's enterprise content management plan into place with far
less resources.

Good luck, Mary.  Call me if you want some help negotiating that
contract.  It is a buyer's market right now!
