One of the things about this discussion is to not get too caught up in
how each of us are using the terms "project", "program", etc... When I
left the city of Portland, which was organized by "bureaus" and
ultimately came to Multnomah County, which is organized by
"departments", I had to learn a whole new organizational language. The
key is to understand how your own organization uses these terms.
Unfortunately, you may find that the terms are not used consistently
across the organization, which is why you want to clarify and understand
the language used by the specific members of the organization you are
trying to reach. Its actually as important as clarifying terms used with
our IT partners, due to the archival concept of provenance that is one
of the foundations of records theory and practice. We've actually helped
some of our customers define their own organizational terms because of
this, to a large extent because we needed to identify custodianship.
