The governing regulation is 36 CFR 1228.58(b). The answer depends on
how
your contract is written with the shredding company. The points in the
cited regulatory paragraph is pretty clear on what is required, so it's
up
to you to determine the level of verification you do to ensure
compliance.
Specific areas of concern are the level of sensitivity of the records
being
destroyed, and how the information is "recycled" by the Mexican company.
