Summary
This is a civil-service exempt position within the Office of the City
Clerk.  The Office of the City Clerk is a Division of the 88-member
Legislative Department, which includes the Seattle City Council.  The
Office's work units consist of Council and Legislative Support,
Reference and Information Services, the Seattle Municipal Archives, and
the Citywide Records Management Program.  The MSA provides direct
support to the entire Office by developing and maintaining tools for
information processing, electronic records management, presentation of
records on the Web via online databases, and through special projects
involving other Divisions and Departments.

Responsibilities
●	Develop and implement techniques for document markup and digital
object management using Perl and other programming languages that may
apply to tasks related to document processing and information retrieval
●	Using Visual Basic, maintain graphical user interface to the
office's main database system
●	Lead and participate in teams developing new or improved
information organization and access solutions, including development of
enhancements for online access to records and information 
●	Participate in evaluation, development, and/or implementation of
applications for archival preservation and/or records management
according to established standards for libraries, archives, and/or
public records management
●	Participate in teams developing new and improved processes for
capture, description, retention, and delivery of archival electronic
records and/or metadata
●	Train staff in use of standard and custom-designed software
tools  
●	Develop enhancements to existing systems to improve workflow or
to enhance access to information
●	Design database reports using VBA and other tools
●	Revise existing scripts and applications as needed
●	Develop special-purpose and production databases for information
management and online retrieval using SQL
●	Act as backup BRS/Search database system and Windows server
administrator, including monitoring nightly batch processes
●	Perform cataloguing and indexing of permanent City records
●	Run routine data processing scripts and upload databases to the
Web
●	Assist with development of techniques for XML markup and
presentation of catalog records and electronic documents
●	Create documentation for processes and for computer programs
●	Other special projects and/or office duties as assigned


Required Qualifications
●	Two years' experience in systems, operations, or analytical work
relating to database management; and 
●	Two years' experience writing code in Perl or other C-based
programming language
or,
●	A combination of education, training, and/or experience that
provides an equivalent background required to perform this work
●	Proven ability to work successfully and effectively in a
team-based setting
●	Proven ability to solve problems independently using analytical
and logical skills


Desired Qualifications
●	College degree in Librarianship, Information Science,
Information Management, or a comparable area of study
●	Experience performing controlled-vocabulary indexing,
cataloguing, and/or research of government, legal, and/or historical
documents
●	Training and/or experience in management of archival
collections
●	Familiarity with  issues relating to e-government and public
records
●	Knowledge of electronic records preservation approaches and
issues
●	Knowledge of established preservation and descriptive standards
for libraries, archives, and/or records management
●	Ability to communicate successfully about complex processes in
non-technical language when responding to requests from staff
●	Substantial production experience in using scripting languages
for text processing, file management, and/or system administration
●	Two years experience developing and managing databases in a
relational database management system such as MS Access, including
developing queries and reports and importing and exporting data in other
applications
●	Working knowledge of and experience with HTML and mechanics of
Internet information provision
●	Knowledge of and experience with full-text information retrieval
systems
●	Knowledge of and ability to use standard computer programming
design conventions and principles
●	Recent experience with GUI user interface development using
Visual Basic, Java, or similar tools 
●	Experience with digital image, audio, and video file formats,
and with tools for their manipulation

A background check for a criminal conviction history will be completed

Work Environment/Physical Demands
Work is performed in a normal City office environment
