It is so great to see this conversation occurring today.

Has anyone ever had to convince legal, IT & the "C-level" that a 90-day
retention is fine for non-record emails, but that content should
determine retention, not storage space or cost of said space?

I would LOVE to hear how you approached "the powers that be" about this
matter, as I am sure I will have to go in with case-study in hand.

If you would like, please contact privately.  ANY experiences would be
helpful.
