Here's the functions we assign to our records liaisons.
FUNCTIONS OF RECORDS MANAGEMENT LIAISONS

The records management liaisons will function as the division level
contact for the Waterworks Records Manager.  The liaisons are not
expected to be records management experts, but the Records Manager will
rely on them to be a source of information on the functions and records
and information needs for their respective divisions.  The
responsibilities of the liaisons include, but are not limited to, the
following functions: 

1.	Coordinating the entire Records Inventory process for their
respective Divisions/Branches with the Records Manager.  Assist by
completing (or monitoring the completion of) Records Inventory forms
furnished by the Records Manager.  Assist with records inventory updates
as necessary. 

2.	Maintaining the divisional listing of records in in-active
storage, and maintaining the appropriate current Records Retention
Schedules for the divisional records.

3.	Identifying new records series as they are created, and
identifying existing records series that are not covered by current
Waterworks Records Retention Schedule; notifying the Records Manager of
these items.

4.	Monitoring divisional adherence to approved Records Management
Policy and Procedures. 

5.	Assisting the Records Manager in locating records pertinent to a
FOIA request, as needed.

6.	Serving as the main source of information about the records and
record keeping practices of the division.

7.	Facilitating contact between the Records Manager and other
divisional staff for completion of records management projects and
tasks.

8.	Serve as divisional contact for records and information
emergency management procedures.

9.	Serve as divisional contact for departmental paper
recycling/shredding procedures.

Records management liaisons will receive the division copies of the
Waterworks Records Management Manual which includes all records
management policies, procedures and plans, and will be expected to
maintain these copies for the division.  In addition, the liaisons will
be trained in the use and rationality of the policies, procedures and
plans so they can, in turn, pass this information on to other staff
within their respective divisions.
