Welcome Sara,

If you are new to records management in the public sector, I would
Suggest a first step would be to learn from your state archives and 
Records management department or office, what the differences are between
public and private sector archives--they have a very specific meaning with
regard to public records.  They may also have training and resources
available to help you.  Here is the link to Colorado's State Archives, and
there is a Municipal Records Management Manual link on the website. Good
