To the point on access: one of the best meetings I had recently with a C-level after an erecords implementation was a demonstration on ease of retrieval.
 
"Ms. Dionne!" he bellowed in front of the traders.  "I'd like to see Contract A in less than 1 minute! I bet you can't find it!" He elbowed the gentleman sitting next to him with a big wink.
 
"Certainly, sir.  One moment." I responded.  "Hrm, now let me see...Contract A.  Yes, here it is."  45 seconds.
 
"Ms. Dionne!" he stated loudly.  "Contract B.  30 seconds." 
 
"Yes sir.  Here it is."
 
He had been watching the clock.  "Twenty-five seconds.  Most impressive.  But I bet you can't find the email in which I sent the addendum--and it's not named the same way." 
 
"Under what time limit, sir?" I asked as I typed.
 
"Twenty seconds."
 
"Here you are.  In 15."
 
He turned to the group. "And that's why I paid for the damned thing.  The system works."
