Stephen - there was a recent ARMA webinar that discussed this issue. It was
called: Managing Legacy Records - Part 3 of Series and the presenter
discussed some of the very same questions you have in your posting. It
appeared that the webinar was still "live" on the ARMA website today. I was
able to open it today, bit it might just be because I had been registered
for it during the "open" period. It was presented by Kathy Jordan from
Access Sciences.

If you're able to view it, it might provide you with some things to think
about and decide if they would work for your organization's culture. It did
address some of the issues/questions others have raised in the thread. There
were some interesting links to on-line statistical sampling sites if your
organization decides to implement such a methodology, could help determine
your sample size. I personally thought it was worth the 45 minutes to view
it.
