Good, because where I come from, communication or transfer of the
document is a part of the business process and a determinant of its
record status. Glad to see my government is cognizant of how the
businesses they tax and regulate actually run. There are plenty of
records that are not transferred or communicated outside our business
but if it is communicated to our clients and is substantive, then we're
inclined to look at it as a record. Thanks for clearing that up.

Actually, William, most of the definitions DO include some notion of the
business process. The typical wording is "in transaction of business".
