Jesse, as Luciana points out, it really depends on context. My previous
posting referred to what - at the time - were fairly mechanical rules
that didn't necessarily take context into account. I would tend to avoid
these. Another example of where drafts provide important documentation
is in land use and transportation planning. Such planning often produces
draft plans that are then used to illicit community stakeholder input in
formal, documented ways. The drafts then serve as important records of
how the final plan was developed, by documenting the changes made
through community response.
